Buyer using multiple accounts, demanding refunds and leaving negative feedback

I am relatively new as an Amazon seller. Maybe a year total. I have a customer that is using multiple names, same address, buying my product and demanding a refund for every order. Then leaving negative feedback, causing my listings to not show in the search. He returned two orders and the boxes were full of weeds... yes, weeds. He has another order pending and I don't want another negative. So far they have made 8 orders (all refunded, plus loads of free product sent to appease customer) with three different, but similar, names. All the same shipping address.
Will Amazon take care of the seller in a case like this or will I just be wasting my time? Last night at midnight I ended up calling, chatting and email seller help but they just pass the buck.
Any help would be appreciated.

As mentioned by @Seller_4zBzdtgCyS9EI, you should report this through the report abuse process. This can also be found at all times in the top left of the account health page in seller central. This will ensure the appropriate teams are involved with the review.
Regarding opening cases, this can help in some situations. Since you have already opened a case, can you provide that here so I can look further into the situation?

We live in a matrix of karma so it will not go unnoticed. It may not change the algorithm on Amazon and you will still be out restocking fees but the buyer will still be poor in 25 years, wondering why nothing ever worked out for them, telling a story that everyone in his past was a scam artist. Report the buyer using Amazon's report tool. I know it seems ineffective but if everyone uses this tool, it can do some good to block these terrible buyers.
You received good advice about not offering replacements or refunds without receiving a return. Always follow Amazon's return policy. If the buyer is unsatisfied, simply state that you need to follow Amazon's policies.

amazon requires our orders to be refunded without our say and there's nothing we can do about it. totally sucks!

We got similar issues with customer from Florida same business address multiple names always claim wrong item shipped and return used or totally different item we cancel as much as we can but Amazon allows these type of customers is because Amazon profits on the fees these customers create! If we were allowed we would block all of Florida from being able to purchase from us.

First of all you never send anything free to a customer.
Now he has your number and will continue to harass you.
When he says something is wrong, make him follow the produce for returning something. Do not refund unless he first returns the item and it is the same as you sent out.
This blackmail emails need to be reported to Amazon.
If you are using Amazon shipping, file a saf t claim under return items is not the same.
Report him to CS.
