Amazon is an American company, and needs the tax info when paying money to foreign sellers. Canadians on amazon.ca are classed as "foreign", since amazon.ca is not a Canadian company.
The form is used to prove that you do not have any USA tax obligations which means amazon does not need to hold back any of your money for the IRS.
