While sending the shipment to FBA, the address to which the shipment goes is randomly chosen by algorithm. I sent my shipments from Mississauga Ontario. Every time first it goes to Calgary, then it is again sent back to Ontario some city, saying placing the product near the customer. This thing takes more than 2 weeks for the product to be available on Prime. Can't these shipments be sent directly to nearby FBA centers?
Its 2 weeks now and still my shipment is not available at Prime

That is correct, you will need to send your products to the locations that Amazon designates for your shipping plan. This ensures that your inventory is placed closer to customers and reduces the order delivery time for your products.
Please note that not shipping your products as stated in your approved shipping plan (for example, by canceling part of an approved shipping plan, misrouting a shipment, or sending an incomplete shipment) is not permitted. It leads to additional processing and handling that can delay receipt of your inventory and its availability for sale. This may also result in blocking of your shipment creation abilities.
