Yes, it will affect anyone bringing in product from China, whether is is a Chinese seller or a US seller. Additionally, Chinese sellers who ship directly to the customer will also be hit by changes in the laws regarding mail.
If you mention any location, whether it be a city, state, or country (such as China), you'll get the warning. Just another poorly coded bot; ignore it.
