Amazon.ca has VTR (Verified Tracking Rate) requirements. For Canadians a sale under $30 (including shipping, sales tax is ignored) is exempt if sent by untracked lettermail. There are also exemptions for heavy products.

You have to provide a valid Amazon integrated carrier tracking id for 95% of your orders in Canada. 5% is allowed to not have tracking otherwise your VTR% will drop below 95% and your account will be under threat of suspension.
Orders under $30 shipped via Canada Post untracked "LETTER MAIL" are also exempt, but this is only items that are up to 2 cm thick as anything over 2cm thick is considered a parcel by Canada post.
Heavy/Bulky items are tracking exempt, but the listing has to be categorized heavy/bulky by Amazon first.
