I have a large list of UPCs that my company bought a while back. When I try to use one for a new item, Amazon regularly says that it is already being used by a different product. Is there a good & free way to check to see if my UPCs are available?

Amazon requires all UPC's to be GS1 certified
Otherwise you may find other sellers hijacking them to use on random products.
You would likely need a letter of authorization from the brand owner to use your UPC's on their Brand.
You can always search the individual UPC's (one at a time) in Amazon (go to catalogues > add products > and enter the UPC there.......)

Michelle at Amazon here. I understand that you are having issues with your UPC's. As your fellow sellers have stated, they must be registered with GS1.org in order to be used on Amazon. If you are having issues with your GS1 certified UPC's, please create a case to Seller Support so they can investigate the issue for you. You can read more on GS1 requirements here.
