How to set "business hours" later for 2 day shipping

We do dropoff with UPS which has a 6 PM cutoff. There are various reasons we do this, but one problem is that there seems to be a setting with 2 day prime that decides at 5 PM CST (my time) we can no longer "ship" that day and all my shipping options start showing like I am shipping the next day instead. So UPS ground becomes 2 day or even 1 day service options and the price skyrockets even though it can still be dropped off and enter the UPS system until 6 PM.
I assume the "business hours" thing that shows on some buy shipping pages is the solution, anyone know where to edit those?
