Amazon won't allow me to refund my customer

I stuck in the much fear "SS Agent Loop".

I am unable to refund my customer.

Case ID 15003004161

This order is 60 days old. I gave the buyer a 20 dollar refund. I am not attempting to refund the customer in full. When go to "Refund Order" and select the reason why I'm refunding, no additional fields pop up. SS Agents keep telling me to press a button that never appears. I'm stuck in this SS loop and need help.
