Your question is confusing.
"with description text, explanations, bullet points)"
None of that is allowed for the main image, and most is not desirable for any image.
Description and bullet points are not associated with image.
Further no app can create an image. That takes a camera (or phone camera).
There may be apps for image editing. Is that what you are asking? The editing necessary is for sizing, rotation, and background removal.
