Out of policy return
Someone was able to start a return that was already out of policy but it says that on the return. This is for FBM. I don't think it gave them a label but I guess they could end up shipping it back themselves? Never had this happen so should I close it or just see what happens and if they return I can hold back for restocking fee ?

I close out of policy returns. If they send it back unauthorized, that's their problem. They aren't allowed to send it back until the return is authorized as returns may not go back to the same place they were sent from.

You really should know the answer to this question. Check to see if a return label was issued. Remember that the return period is 30 days from the LAST day in the shipping estimate.
For example, if someone bought something on January 5 and the delivery estimate said January 10 to January 14, the customer would have until February 13 (30 days from January 14) to REQUEST a return.
Normally, when I receive a return that is out of policy, Amazon gives me the option to accept or decline.

Just close it. They can file an A-Z but they probably won't.

Does it say "label type: Amazon Label"
or
"Label Type: Address Label"

Hello @Seller_cvtGSiSp8LY0j
Thank you for posting your inquiry to the Forums and for the guidance provided by members of the community.
To echo what other members of the community have mentioned, this may be a case where manual authorization was required as the request was out of policy. Please advise whether the buyer reached out to you via Buyer-Seller messaging (BSM) and ensure that all communication is via BSM in case a claim is opened. Please note that if you choose to refund the buyer, you cannot open a SAFE-T Claim on the order in the event that a materially different return is received. If the item is shipped back to you, you can reference the restocking fee help page for guidance on an appropriate refund amount.
Please advise whether you have opened a case with our Support team for additional guidance regarding this concern.
Regards,

I cannot believe how bad all these returns have gotten. We keep getting Amazon allowing them to return well after 30 days. They are also coming back mostly empty or mostly used. If you compare this site from 10-15 years ago to today,,, TOTAL embarrassment how bad it has gotten. Sorry you are having this but at least Amazon didnt take your $ on that refund at first scan
