Create new users under main account and grant access

Can some one kind help me figure out how to create new users for my account ? I'm sent tickets to Amazon help center but it seems like automated generated messages.

I have created an account in user permission and sent messages to my preferred phone number and email. But when the recipient clicks on the link, it redirects to the Amazon login page and I would try to login with the selected email address (Under open invitations). it shows me Errors like (email not found or wrong phone number)
