What is the best way to package Polybags that are skinny, or small items so they get counted correctly. We have tried leaving them loose in a box, and also putting in a bigger poly bag so they are all together, but then they only get counted as one item.

Hello,
The 3PL miscalculated the number of pallets that are currently in transit with an Amazon partner carrier. We created a shipment with 6 pallets with 405 units. All pallets were picked up, but it turns out there are more pallets that need to be sent to the FC to fullfill all 405 units (less than 405 units ar min transit). The product I sell on Amazon is a combo pack of 3 small boxes sold as one single ASIN. Meaning, when a customer buys one unit of my product on Amazon, he gets a set of 3 small boxes. (see ASIN B016Z4GRUQ for reference).
When I ship to Amazon, what I do is place these 3 small boxes inside a shipping bag and then place the SKU label on that bag, so the bag is one unit.
I find this method ineffective of my time (because I have to put each set into a shipping bag), environmentally unfriendly because of the single use shipping bag and the bags themselves cost me money.
I would like to change the way I ship to Amazon, but I cannot come up with a solution that won't confuse warehouse employees receiving the shipment and cause problems.

What is the best from of proof when there are counting issues or when our inventory goes missing. We send copies of our double signed packing slips and shipping documents etc but is there something else that works even better?

Our warehouse is located in the Greater Toronto Area. Recently, we noticed that all of our FBA shipments are being assigned to Fulfillment Center YEG2, whereas previously they were routed to YYZ7, which is much closer to our location. This change has significantly increased our shipping costs—nearly doubling them—and has also caused longer transit and receiving times.
Could you please advise if there is a way to have our shipments directed to a closer fulfillment center, such as YYZ7, to optimize cost and efficiency?
