CPC Compliance Issue (16 CFR Part 1130)

We have a product required to meet CPSC - 16 CFR Part 1130 for Durable Infant or Toddler Products. But, this product actually does not fall under any of 26 kinds of products defined at 16 CFR Part 1130. As a kind of children product for 5-7 years old, we have provided CPC and testing reports from SGS. And SGS informed us 16 CFR Part 1130 doesn't apply to this product.

We appealed compliance and were rejected many times. Unfortunately, the product has been removed.

We can't understand that the scope is clearly defined at 16 CFR Part 1130, are Amazon and us following the same 16 CFR Part 1130?
