Canada customer dont want to pay custom fee

We just start selling custom dad hats to Canada. We use UPS international shipping which is $17 per shipment and we want Canada customer to pay the custom fee in Canada. One of our customer is acting like he didnt know about the custom fee and refused the delivery. What should I do in this situation? How can I see my listing in Canada? I want to see what Canada customers see in the checkout. He requested full refund

You aren't going to be able to do this. You'll have to make sure your customs broker ships it DDP.

Customs taxes and duties are charged by the government, not the carrier.

By Canadian law, every carrier needs to formally declare imported shipments over $20. This will be a standard clearance fee, plus GST and provincial sales tax.

Also, items like yours such as clothing from the United States shipped into Canada have a 25% tariff applied when going into Canada, due to actions taken by the 47th US president.

The clearance fee will vary per carrier, but the taxes and tariffs are the same for all carriers.

Amazon's customers require that all the total cost of receiving the product is shown at checkout. You will have to get UPS to bill back the customs fees and tariffs to your UPS account so the customer does not get charged.
