Amazon Canada does not honor our Return settings

We have our Return Settings set to : Amazon-In Policy, Seller Prepaid label. However, Amazon.ca continues to provide refunds to buyers and we do not get our merchandise in return. How do we avoid giving away our merchandise for free? Amazon.usa auto authorizes any return and we receive our merchandise back for the most part. However, can not say the same for Amazon.ca
