Correct order of steps for listing an FBA product

Hello, I would like to confirm the correct order of steps for listing an FBA product. Is the first step requesting permission from Amazon to sell the product? Then (if granted position) conduct research on the product and suppliers? And finally, obtain the necessary labels and codes from Amazon, and forward them to the supplier?

If anyone is able to confirm the correct order it would be appreciated.
