Repeated Return/Refund Fraud FBA

FBA seller. We have a buyer who continues to purchase the same couple of ASINs and receives refunds each time. He either requests a refund for falling to meet fulfillment promise and then keeps the item. Or returns the item having kept a portion of it, basically returning an empty box or a box containing some other product. I've tried to open up an investigation but when I do I get an auto reply saying that no policy has been violated.

How can we get this buyer banned?

This is clearly fraudulent behaviour.

If someone from Amazon could guide me that would be appreciated.
