No Reference Price Suppression on PEDs

So I have a question and cannot seem to get any help from seller support as they are worthless like always. I work for a company that has about 2500 SKUs and we often do large PEDs to try and get rid of products with high FBA inventory to avoid amazon outlandish fees. I sometimes get a "No Reference Price" suppression. According to Amazon's own documentation, a reference price is a List Price or a Was Price. All of our products have the list price field filled out but amazon doesn't want to accept it half the time it seems. That's fine, they cannot validate it I guess. Amazon also states that a reference price can be the Was Price, which is the 90 day median sale price, not excluding promotional day discounts. Ok, well if my product has sales in the last 90 days, it will have a Was Price. If it has a Was Price, it should have a reference price by definition correct? Why is my PED being suppressed then? No one at amazon can seem to answer this question. They just keep sending links to the same 2 articles I have read 100 times. Does anyone else run into similar issues or know the way around this issue? Thank you
