Account at Risk of deactivation because customer has to pay for shipping?

Why doesn't Amazon protect their sellers?

I received a notification that my account is at risk of deactivation because a customer complained they have to pay for the return label. Too many entitled customers... Why would a business pay for their shipping and return labels to receive a refund?

Because of this, now my account is at risk of deactivation. This is absurd.
