FBM Provincial Exclusions
Hi there, would it be possible to ONLY ship to Ontario/Quebec/Vancouver? I have a shipping carrier that offers competitive rates to these locations but not others. When I try to edit my FBM shipping templates though, it is saying all provinces except northern territories are required.
Any help is appreciated.

This is correct. All customers in Canada must share the same shipping rates with the exception of the 3 northern territories. You are unable to restrict shipping to certain areas unless you do expedited shipping.
