FBM Featured Offer Eligibility

I have a problem where my FBM listings are not getting FOE. I have reviewed all videos and information regarding Featured Offer Eligibility and taken notes. Please help me understand why I am not getting Featured Offer Eligibility on all of my FBM listings except one in the Tools and Home Improvement category. If I am gettting FOE on one listing, am I wong to suggest that my account metrics are good enough to get FOE on one listing they should be good enough to get FOE on other listings. My acct metrics are below.
ODR: 0%
Cancellation rate: 0%
Late Shipment Rate: 0%
Neg Feedback: 0
A-z Claims: 0
Chargeback Claims: 0
Pre-fulfillment Rate: 100%
Valid tracking rate: 100%
With the above acct metrics I assume that I should be able to get at least a few listings to get Featured Offer Eligibility. I have a total of 55 FBM listings at this moment and only one has featured offer eligibility. I am not asking for the Buy Box for my FBM listings, I am just asking why I am not getting a fair shot at FOE.
I have a list of 14 FBM listings of mine that have automated amazon pricing enabled on them and all are at, near or even below the featured offer price and all have 0 day handling time with the best shipping times available. The automated pricing on Amazon tells that by using that service it should help me get FOE but it has not.
I believe that I am not getting FOE because I used to sell used books. On a call with Frederico from AMZ Seller Support I was told that I was blocked from FOE in books but that should not affect my FOE in other categories. But I think it does affect my FOE chances because I see many posts in the forums that show many sellers are having issues with FOE in books. Even when I enter a case the system tells me this:
'Having a history of selling used books can negatively impact FOE, especially in restricted categories like books. This seems to be affecting you even though you have now switched to new condition listings in other categories.
I am looking for any assistance because I talk to many other sellers daily and every one tells me that every one of their FBM listings has FOE enabled and mine are not. They are getting 20 plus FBM orders a day on the same items i have listed and my price and shipping are the exact same as theirs. Why am I being held back from FOE? THis is a real problem for me and affecting my sales in a very negative manner. Please help!

Since I list nothing but books my eligibility is always the same for every listing -- either all Yes or all No
Eligibility will vary from one category to another.
Selling used books certainly does not make you ineligible. Some Amazon employees (even mods) seem to believe that used books are not eligible for the buy box. Not true. If Amazon sells the book new, then used offers are not considered for buy box.
I am assuming you are on the professional plan. Do you have the relevant column added to your Manage Inventory page?

this has been an issue since NOvember of 2022 that has really hurt the media category and, specifically, books. Amazon refuses to do anything about it despite this being a topic of discussion for months. I have had internal team do a manual override every 2 months and, in total, 8 times since November of 2022 addressing this issue.
Every two months it shuts off..you open a case they deny it several times and then finally someone does their job and fixes it. It has affected FBA listings. There is a glitch that they refuse to fix despite people coming to the forum and complaining about this for a year and a half straight.

I understand that all of your metrics are currently showing as on target, but you are not seeing the feature offer on your listings. The feature offer does look at metrics as a factor, but this does not automatically mean that you will have the ability for your offers.

FOE isn't available for all items.
The first major criteria is the item itself. If it is a high demand product. If it is not, doesn't matter that you're the only seller. Amazon will suppress the item from search results to push it off the catalog so there are less results when consumers are looking for things to buy.
If the item qualifies for FOE, then it will be assigned to several sellers and rotate between the top sellers based on the sellers ODR compared to other sellers. For example we see we get Buy Button on one ASIN 20% of the time and another ASIN 80% of the time and another ASIN 100% of the time because other sellers metrics and fulfilment practices for that ASIN are not up to par.
If you're selling used item, Amazon will prioritize new items, don't think we've ever seen a Buy Button associated with a used, like new, collectible listing. Amazon's main business model is to get repeat customer and if you're targeting out of print/used goods to a niche market they're never going to prioritize your business model. You could sell one book for $100 but there will be another seller who sold through 10,000 units if gum. You brought one consumer to their site, the other seller brought thousands plus who purchased other things. Also if you're not consistently reliable in that category Amazon could still favor another seller as we have a colleague who primary market is makeup but attempted to sell something in a different demo and they can never get a Buy Button since they aren't steady selling in that category.

I'm not a mod by any means but I had this exact same issue. It is a rampant issue don't let anyone tell you that its anything else but a glitch with amazon. I solved this issue by creating a social media escalation on twitter.

It is not something that you need to worry about. FBM or FBA the Featured offer comes and goes. While Amazon uses it as a ploy to draw sellers into usoing FBA, we only sell FBM and it comes and goes daily over our many offerings.
The Featured Offer (Buy Box) is not a right or a given. It is like the old Clairol TV add used to say, "Only your hairdresser knows for sure". Now just replace the hairdresser with Amazon. It is run by an Algorithm Bot that giveth and taketh away.
There can only be one Featured Offer for each unique product. Sellers seem to enjoy it when they have it, and then complain when they do not. But remember, when a seller is disappointed with the loss of the featured offer, they seem to forget, another seller is happy with that loss, because it is their gain.
