International Shipping - Import Duties
We see a lot of discussions here on the Forums about this topic, and while we know some sellers choose not to ship overseas - it is always a good idea to clarify who should be responsible for import duties.
When ordering from Amazon.com, buyers are responsible for any applicable import taxes, fees, and customs duties ("Import Fees").
During the checkout process, buyers are shown the applicable policies for import fees and by continuing with the checkout, they agreed upon said policies. For reference, the buyer facing policies are below:

Keep in mind this is applicable to purchase made from the Amazon.com website. Other marketplaces have different policies around international shipping.

I am a little confused about this topic, because I know this is in regards customers from overseas buying products on the amazon.com.
So in my case I want to know if this also applies to my specific case , I am an amazon seller from overseas and I am selling my products on amazon.com, so my customers are in U.S. . but I am fullfilling as a merchant from overseas, so, Do the U.S. customers can pay import fees when they recieve the product?

Seller Support is also confused about this policy and Amazon processes are not fully aligned with these policies.
Please see my case 15560657741 for an example of this misunderstanding. This is the third or fourth time that Amazon has charged me for import duties that are the responsibility of the buyer.
Every time I point this issue out to Seller Support, they completely ignore Amazon policy and will not fix this issue. This is why many sellers will not sell overseas - Amazon does not have the proper workflow to support sellers for this.

We are a USA based seller and the problem that I have run into a few times, is a customer will order an item, and refuse to pay import duties when it is time for delivery. This is for an item that is sold on Amazon.com, and shipped outside of the USA.
They then refuse the package, the carrier bills me for the return shipping and import duties, and Amazon requires that I give the customer a full refund upon the return. So I end up losing hundreds of dollars in shipping fees and import duties because the customer refused to pay the duties that they are responsible for.
What policies are in place to protect me, the seller, from such a situation?
