Uploading bilingual labels do not work on my listings. Please help!

One of my listings was deactivated due to bots thinking its a Natural Health Product but its not. Health Canada website is stating that Pine Needle is NHP in homeopathic remedy form, not as a tea-which we sell.
Now I received email stating following:
"Recommended changes to be done: Kindly upload images of the product that has a bilingual label in English -AND- French for further review."
when I go to parent and child listings and upload new photos after waiting 24h they do not load and change. I did it 3 times already over last couple of weeks and used chat and open few cases about it and always receive automatic answer which I specified above in quote marks.
My listings at the moment are deactivated.
Please help
