Question about shipping products on a pallet without cartons

I did some research regarding this and I narrowed it down to 2 solutions. I just wanted to confirm this with you guys that have experience with this sort of thing, to figure out the correct approach.
If we want to ship goods on a pallet, let’s say they come in plastic buckets. But they aren’t packed in cartons/boxes.
Which of the following is the correct approach?
1: If you wanted to ship items on a pallet but without outside boxes, each sellable unit would have to be labeled with the Amazon Box label, plus the FNSKU/UPC.
2: You can designate the entire pallet as the box and simply have a Amazon box label on the outside of the pallet showing it contains x-units of the ASIN. Then you put the pallet label alongside it. As long as each sellable unit has a FNSKU/UPC.
