"DAMAGED DELIVERY" - 1 Star Product Review Due to FBA Damage - Community Help Refuse Removal

I'm struggling on how to to escalate a response from Community Help to Amazon leadership.

Received a 1 star review for "DAMAGED DELIVERY" on my product page. Clearly a violation of Amazon Community Guideline, but they are saying that it's not a violation:

Hello,

We’ve investigated the review "Damaged delivery + Product had been tampered with for the Toilette Fragrance Dissolvable Powder - Discreet Travel Size Packet" and looked into your previous correspondence of "April 27, 2024" with my colleague. We’ve determined that this review is within our Community Guidelines (available here http://www.amazon.com/review-guidelines) and will not consider the removal any further.
