Are we allowed to ask customers why they returned an item?

Speaking specifically about FBA items, Amazon TOS claims "asking a return-related question" falls within the Permitted Message guidelines, but are we allowed to reach out and get more insight as to why they returned the item? All my returns have generic reasons and no comments.

Your guess as to what exactly that means is as good as anyone else's.

Unfortunately, I don't think you're going to get a yes or no response from anyone in this forum. Amazon's policies are intentionally vague and open to interpretation. The problem of course occurs when your interpretation differs from Amazon's. And as most sellers know, even Amazon's adherence to policy can be rather inconsistent.
