this policy means that you have to create a new listing if you decide to brand your unbranded product, sold as Generic till now. Is this understandable?

As stated from other sellers (@Powered_By_AMZ and @Seller_rI7BZIczK8iAC) you will need to create the new listing, reason is that on the attribute field is already added as generic.
