New to Amazon Seller Central - Higher than $39.99 charged

I am a new registrant with Amazon Seller Central. My understanding was that I would be charged $39.99 monthly fees but I was charged $ 45.19 for my first month. How can I find out why I was charged more?

Sales tax on the monthly fee: 13% HST (Ontario).

$39.99 plus 13% HST = $45.19
You are allowed to claim back the tax as an input tax credit for your business expenses.
