There is no chat option and you can only contact them by opening a case (link).
If you'd like to post your issues here, perhaps someone in the forum can be of assistance.

Good Evening @The_Stanford_180 - It looks like one of our seasoned seller @Vernon was able to provide some guidance regarding your question about how to contact Selling Partner Support.
If their reply helped you, feel free to mark it as “Most Helpful reply” using the 3 dots in the corner of their post. It's a best practice just in case another seller comes along and asks a similar question, it will be easy for them to find the answer.
Additionally you can follow these steps below:
1. Click the Help button in the top right hand side of Seller Central there is a button that takes you to Seller Support
2. After that you can choose a selection that matches your request
3. From there you should have the option to either submit a email or phone call to Selling Partner Support
