I have tried numerous times to appeal and activate my Amazon account for over a year now, addressing the issues in section 3. However, my appeals are consistently being automatically rejected. Does anyone know where I can contact Amazon to resolve this? Seller Central has not been helpful at all."

We can only assume with your 30+ appeals and a section 3 deactivation that you were suspended for dropshipping.
