No, you agreed to pay the $39.99 per month when you signed up regardless of sales.

There is a way to do that but I don;t recall the details. It ONLY works if you have not used any features AND your account might have to be active.
WHY is it 'frozen' -- SUSPENDED. Is it the normal suspension while Amazon verifies information or did they find something they didn't like?
