You create the listing. It becomes activated but unavailable. Buyers cannot see it unless they enter the exact ASIN or very close keywords.
It goes lives after Amazon receives and process them. That can take from one hour up to a month.

The information provided by @Seller_8sP6ffckcRn6v is correct assuming you are using Fulfillment by Amazon (FBA). After you create a listing it is only available for sale once there is stock at Amazon Fulfillment Centers otherwise it will reflect as Out of Stock or Unavailable.
