Updating and rearranging photos in existing listing

I am rearranging photos in a listing and adding a photo to the listing. I uploaded, rearranged, and saved the photos, but when I went back into the listing, the photo and new arrangement were not saved. Is anyone else having this issue? Do you have any solutions?
