Going to create a coupon from the Ads - Brand Tailored Promotions page can not customize the ASIN , but if creating from Coupon - Select coupon - Brands you can customize the ASIN. are these two paths the same for promotions please?

I have created a coupon for Save 5% on Lights Cowboy Hat from the coupon page and it doesn't work well, only one person picks it up and uses it, and it seems to charge a fee, but I checked the brand's promotional policy and it shows that there's no fee, so what's the reason for that?
