As I review your provided Order ID, it shows that the refund was initiated by the seller in this case, while the SAFE-T Claim process covers situations where a refund is processed by Amazon. In cases where a buyer returns a materially different item, please see this page on assessing restocking fees, which includes steps in order to charge a 100% restocking fee for materially different returns.
