I delivered the product to my customer but my customer says he did not receive the product

Hello, I delivered the product to my customer with order number 702-8245601-3325031. I have photo evidence of cargo delivery. But my customer does not receive the product and wants a refund because of this situation, how should I follow a path?

Since you didn't get a signature, you would have to give the customer a refund and then go after the insurance with your cargo company for misdelivering the package if they didn't collect a signature since you requested it, right?
