A-Z claim granted and ODR affected for buyer who sent incomplete address

I have just witnessed a terrible issue with amazon a-z claim here.
Buyer bought product April 29. Order was shipped next day vis canada post expedited shipping to manitoba which usually arrives in 3 business days. Customer reached out 2 weeks after that the product hasnt been recieved and tracking shows delay.
This was confirmed and when trying to raise ticket with canada post, i realized the buyer placed order with an incomplete address. No unit number or street address. Just city and postal code. Ofcourse order is delayed cos theres no where for it to go.
Now amazon granted a refund and also gave me ODR which has badly affected my account now. This is very unfair. Pls help. How can i resolve this, I am not at fault here, the buyer is. How can this ODR be removed from my account.

How did you even get it entered and shipped and a label printed in Canada Post's system if there was no unit number or street address?
