I checked my account and found Mexico is in the Professional category. Does that mean I need to pay $30 for Mexico, which I don't plan to sell my products to? And I cannot change my plan from Professional to Individual only for Mexico. How can I

No. You are misreading the table.
The Americas "Professional" selling plan includes Canada, Mexico and the United States marketplaces. All 3 dots would be marked if you selected "Professional".
If you pick "Individual" you can only sell in the Canada and USA marketplaces. Mexico is not marked under "Individual" so it is not active.
