Yes, cross border shipments require a customs invoice. How else would the CBP know what you're importing to the USA?
A customs invoice includes the product description, the harmonized code, and the value.
Also, you have to make sure that duties and taxes and customs clearing fees are prepaid as Amazon will not accept your shipment otherwise.

Hello @Seller_Bu84WuC8rrTBV,
This is Ka from the Forums Community Management team. I hope you are doing well.
We appreciate that you've posted and shared with the community your question about requirements to import your shipments to the United States using FBA from Canada.
Thanks to @Seller_7LrAV0m5llaI7for commenting and providing info about what requirements you may need for US imports.
US imports requirements may vary depending on the products or merchandise you want to ship to the US, it's a very broad topic, and because of its nature, Amazon is not a licensed customs broker, therefore, we are limited to provide specific steps or requirements needed to import goods from outside the US.
Customs brokers are private individuals or firms licensed by CBP to prepare and file the necessary customs entries, arrange for the payment of duties owed, arrange for the release of goods from CBP custody, and otherwise represent importers in customs matters.
Please check the Service Provider Network page in Seller Central for companies that can provide FSVP, customs brokerage, or other import-related services.
We highly recommend you to check the Delivering imports to Amazon help page that will definitely give you more inside about the process and the requirements.
Alternatively, you can always check the U.S. Customs and Border Protection website for more info and this resumed article for Commercial Invoice Requirements.
We appreciate your participation in the forums, and we really hope all the info in this post will help answer your question.
Best regards,
Ka
