Is this where we use a Safe-T claim, to recoup the seller-faulted return label cost? "Ordered wrong size" is buyer faulted for example. What does your business do at-scale in this situation?

The Canadian platform does not have Safe-T-Claim. The best you can do is to open a case with Seller "Support." Good luck.
