The Vine reviewer can choose which variation to order if they're all in the same listing.
If you separate the variations before enrollment and then combine them afterwards, you may lose Vine reviews because a single reviewer can order more than one of them when they're enrolled this way but will not be allowed to review more than one of them, and Amazon is now capping the number of Vine reviews for a parent ASIN based on the highest enrollment tier of any ASINs that are combined into it.
