Amazon is granting A to Z Claims to thieves and scammers

A fraudulent customer is using different account names and addresses with the same message style to claim that the product was not delivered and is getting refunds through A-Z. Despite reporting this through the report abuse section nothing has changed. Please put an end to this theft. Why does Amazon punish sellers who fulfill their responsibilities correctly instead of taking action against scammers?

I was checking the claim for the order ID 112-6463236-0098632 and Order ID 113-0611609-6173003, I do see that this claim is not impacting your account's ODR.
However, since there is no signature on file as a Proof of Delivery we can not guarantee that the buyer received their order, for this reason Amazon refunded the buyer.
Also, you can always report any buyer that violates the Amazon Policies.

I understand that there is no signature on delivery, but this is clearly fraud. Shouldn't something be done about it? @Christine_Amazon
