Yes and Yes. amazon.CA rarely makes any excemption to it's shipping rules/metrics for FBM sellers.

Yes, metrics still apply. Canada post is one of many carriers that Amazon has integrated tracking for.
Yes, your VTR rate will be affected if Amazon can not see the tracking.

If your metrics are affected during this time, I suggest to create a case, please be sure to include the order ID's that are involved.
