No delivery photo and no signature. Only tracking and delivery information from Canada post. The customer says the product was not delivered
I don't think the customer is honest because he waited 1 month after the delivery day for last day.
If there is no photo and no signature, do we have to give the customer a full refund?

Honest or not, if the customer didn't have to sign, they win. Even photos are not proof, as a porch pirate could have stolen it before the buyer got to it.
The best you can do, if the price was high enough, is try to get Canada Post to open an inquiry. But if the customer will not cooperate with Canada Post, they will not do anything about it either.
