Amazon rejecting FCC Compliance and asking for ISED Compliance, although no supplier of my product have ISED, everyone is utilizing FCC

Hi,
I have discussed this matter in detail with two associates of seller support team with case IDs-16682275481 and 16681374021.
The associates told me that it is okay to use FCC Compliance instead of ISED Compliance in the appeal and my listing will be reinstated and the violation will be removed.
However, after submitting three times, it keeps getting rejected. I can not understand why is it happening. Seller Support Team says it is okay but the relevant team keeps rejecting it.

FCC is for the USA market only. For Canadian market sales, it is ISED that is needed.
