AGL is not available to Canada. From the Amazon AGL help file:
Amazon Global Logistics (AGL) helps you send your Fulfillment by Amazon (FBA) inventory from China to fulfillment centers in the US, the UK, France, Germany, Italy, and Spain via ocean.
