Feedback Manager is to track buyer satisfaction with your service and provide feedback on the order.
Product reviews are different, they do not show up in feedback manager.
It sounds like the customer left their negative comment on the product's review page.

Product Reviews are the ones who mention "Verified Purchase". This means that the customer leaving the review made an actual purchase of the product, either from you, or any other Seller with an offer for the product. You can find these in the product detail pages.
Amazon encourages buyers to review the products they like and dislike to help customers make informed decisions about the products they purchase. Sellers can add a comment to a review by clicking the Comment button below the review. Comments must comply with our Community Guidelines.
The ones you can review in your Seller Central Account (Feedback Manager, is Seller feedback. This enables buyers purchasing products from sellers to provide feedback comments and rating regarding their order experience.
