Coupon Suppresssed due to Insufficient Sales History

I am a new vendor with a new product listing (apparel). It is a winter item we only started listing and selling it in the fall (Oct/Nov).

There are 4 colors x 8 sizes = 32 variations which under 1 parent ASIN. We have sold ~50 units in Nov and even rose as high as #66 on the Best Seller list for our category.

However, in the last week when creating a coupon, half of the variations are now getting a suppressed due to "Insufficient Sales History". What is the qualifying # of sales required?

As the variations are simply different colors & sizes of the exact product, are they treated/qualified as a single product (under the parent ASIN)? If not, why not? As it's unreasonable to expect clothing products with color/size variation to qualify each separately. There are simply some colors & sizes that are more popular, while others may not be but required by customers.

How are vendors supposed to deal with this?
