This 25% is slightly different from the basic seller-funding requirements which can be updated on the Manage Products page.
For the 25% discount you will need to create a coupon for your Subscribe & Save (SnS) ASINs. I believe the SnS coupons are a fairly new feature to sellers which is why we don't have a lot of instruction on the help page yet. We're working on that!
Let me know if this helps! You can always ask Seller Support to take a closer look at specific SnS ASINs if you are still struggling to get the discount up.
