How can I change the shipping rate?

I am new to Amazon and need some guidance on setting shipping rate.
On click of the edit template I am able to change the type that is based on Prise band and weight, But no way to change the amount of shipping rate.

You need to become a pro seller then you will be able to charge your own shipping fee.
